Final Beneficiary Mitigation Plan
The DEQ submitted a final Beneficiary Mitigatin Plan to the Trust on June 8, 2018. The plan includes the following allocations:
40% On-Road (20% school bus, 20% trucks and transit)
20% Non-Road
10% DERA
15% Flex Funds
15% EV Light Duty Infrastructure
Plan Revision Proposal Comment Deadline Aug. 11, 2021
The DEQ’s original Beneficiary Mitigation Plan (BMP) was submitted to Wilmington Trust on June 8, 2018. Since this original publication date, the National Emissions Inventory (NEI) has released new data that affects certain elements of the BMP. The 2017 NEI data and documentation was released in April 2020 and updated in January 2021. DEQ has been working to update the BMP in accordance with the new NEI data. The publication of this new data changed Oklahoma’s priority counties, which affected many of the graphs and tables in the BMP. Due to these changes DEQ is initiating a stakeholder process and allowing public comment on the BMP. The public comment period is now open as of July 12, 2021 and will close on August 11, 2021. The BMP document for public review can be found on the DEQ website (https://www.deq.ok.gov/air-quality-division/volkswagen-settlement/) and all comments can be submitted to the VW Settlement inbox: vwsettlement@deq.ok.gov.
